Family and Senior Policy

After more than two years of efforts and with the support of the Ministère de la Famille, the Secrétariat aux aînés and the MRC d'Argenteuil, families and seniors will finally have the chance to learn more about the action plan derived directly from their needs and the ideas expressed during various public consultations. This policy will consolidate a number of actions such as introducing a municipal recreation program, increasing the number of activities for seniors and families at the municipal libraries and continuing to support the development of alternative food security measures for families and seniors living below the low-income threshold, to name just a few.

Is your address clearly visible? 

Emergency services too often lose valuable time looking for addresses.

Smoke alarm 

Smoke alarms are required on every floor, including in basements, and must be checked to ensure that they are in good working order. Smoke alarms must be installed between rooms and the rest of the floor or in hallways. Batteries should be changed every six months. You may choose to use the time changes as your reminder to change your smoke alarm battery.

Have you tested yours? If not, take a few seconds to do so, and spend a few cents on new batteries. They could save your life!

Maintaining smoke alarm

Legislation requiring the installation of at least one smoke alarm

Installing a smoke alarm alone is not sufficient to ensure your protection: it is also necessary to ensure that it is maintained and in good working order, as specified in the wording of the future legislation on the requirement to install a smoke alarm.

A poorly maintained smoke alarm can go off at the wrong time, late or not at all!

Regularly test your smoke detector

Once a month, press the "test" button on your smoke detector to check whether it is operating properly.

The signal should be heard immediately.

You can use the smoke of a candle that has just been blown out to simulate a detection and a trigger, or if there is a smoker in the house, you can use the smoke from the cigarette.

The alarm should sound for approximately one minute, after which the alarm will turn off by itself.

This test should be done every year or when the family has been away from home for more than seven days.

As soon as the alarm goes off, brush away the smoke to spare the battery.

Clean your smoke alarm

In order to eliminate dust particles and guarantee maximum protection, vacuum the alarm's lateral openings, or pass a soft brush over them, and clean the outside of the casing with a damp sponge or cloth.

It is recommended that this be done twice a year. This can be done more frequently if the room is dusty.

If it is not connected to a power circuit, the battery should be changed annually.

In order to remember to make this change, choose a family member's birthday or a season or time change.

Replace the battery when the alarm goes off intermittently, because this means that the battery is running low.

Replace your alarm every 10 years

Smoke detectors have to be replaced at least every ten years. Check the packaging for its expected lifespan.

Make a note of this information, including the installation date, and keep it with your home insurance papers, for example, for easy reference if necessary.

Carbon monoxide alarms

Carbon monoxide is a toxic gas that is responsible for several cases of intoxication every year.

Carbon monoxide intoxication can have irreversible consequences and can even lead to death.

Contrary to many other gases, carbon monoxide is invisible and odourless. It does not irritate the eyes or the respiratory tract.

Only a carbon monoxide detector can alert you to its presence.

Sweeping chimneys

Owners are responsible for ensuring that chimneys are swept annually.

 Kitchen fires

Most kitchen fires are caused by frying foods – never leave cooking food unsupervised.

 Preventive visits

Under the fire safety cover plan, the fire department will conduct preventive visits to make recommendations and collect data to identify the potential risk in every residence and business in the territory. These measures are aimed at facilitating the work of intervention teams in case an alarm is triggered.

Each visit involves a team of two firefighters. If nobody is home when they stop by, a document will be left indicating how to contact us to make an appointment.

Open fires

Before lighting an open air fire, you will need a burning permit from the Director of Public Safety at 1754 Route 148.

Please note that a new burning by-law has been passed, and from now on every open fire requires a permit, regardless of the time of year, and the area will be checked ahead of time. This is supported by the SOPFEU.

SOPFEU and fire hazards

For information about fire hazards in a particular region, go to the fire hazard page at www.sopfeu.qc.ca, and sign up. The SOPFEU Web site provides information about preventive measures in effect and the risk of fire.

Gold on a bend wavy forged gules between two escutcheons bearing the Arms of the Right Honourable George Grenville. (Vert a silver cross charged with five torteaux gules).

MOTTO
FRATERNITAS · AEQUALITAS · SOLIDITAS. This Latin phrase means "Fraternity • Equality • Solidarity".

Located in the Laurentians, the current municipality of Grenville-sur-la-Rouge was established in April 2002 after the fusion between the village of Calumet, the Township of Grenville and the hamlets of Avoca, Bell Falls, Grenville Bay, Kilmar, Marelan and Pointe-au-Chêne.

Grenville Township was incorporated in 1808 and its first settlers were immigrants from England. The name of the municipality honors Baron Windham Grenville, an English statesman.

Grenville-sur-la-Rouge is remarkable for its scenic beauty. The Red River, a tributary of the Ottawa River, runs through the territory from north to south. This river is recognized by whitewater rafting and kayaking enthusiasts, as well as by painters for its panoramic views. The river attracts thousands of visitors and even film companies. This territory is dotted with lakes, some of which are surrounded by small hamlets and small bodies of water still in a wilderness state. In the winter, the region also attracts cross-country skiing enthusiasts thanks to its 53 kilometers of trails.

The hamlet of Pointe-au-Chêne has a tourism vocation due to its judicious location along the Ottawa River. There are sandy beaches and waterfront cottages. Its residents enjoy the peace and quiet of the countryside while being able to take advantage of urban services within an hour's drive. People are welcoming and activities are organized by numerous social clubs and private organizations.

Grenville-sur-la-Rouge can be accessed via Highway 50 or Routes 148 and 134.


New Owner

Property transfer fee (welcome tax)

An Act Respecting Duties on Transfers of Immovables (CQLR, c. D-15.1) requires municipalities to charge a tax on the transfer of ownership of any building located within its territory. Ownership must be assumed by the buyer. It is payable in a single payment, 30 days after the bill is issued.

It is important to know that the municipality will not reissue the property tax bill to the new owner of the building. Thus, the latter is responsible for ensuring that the municipal taxes are paid.

The transfer tax is based on the higher of the following amounts:

  • the amount of consideration provided for the transfer of the building, that is to say the amount actually paid, excluding the GST and the QST;
  • the amount of consideration stipulated for the transfer of the building (this is generally the amount stipulated in the deed of sale);
  • the market value of the building at the time of its transfer, that is to say the value indicated in the municipal tax assessment roll multiplied by the comparative factor determined for the year in which the transfer is done.

The comparative factors for the municipality are as follows: 1.00 for the 2023 fiscal year

The fee is calculated based on the following parameters:

Exemption

A buyer may be exempt from the payment of transfer duties under circumstances spelled out under An Act Respecting Duties on Transfers of Immovables. The notary has to enter a note in the deed of sale (or deed of conveyance) to ensure that the buyer benefits from the exemption from the transfer tax in cases provided under the Act. However, the municipality is entitled to request supporting documents for the application for exemption, and to deny it if those documents are deemed unsatisfactory.

The main situations justifying an exemption are as follows:

  • the transfer is to an ascendant or descendant in a direct line (e.g. father to son, grandmother to granddaughter);
  • the transferor is a natural person, and the transferee is a legal person of which at least 90% of the issued shares of the capital stock to which are attached full voting rights are owned by the transferor;
  • the transfer is between spouses, whether they are married or common law (as defined under An Act Respecting Duties on Transfers of Immovables). Same sex spouses are included in this provision of the Act.

Special duties

Special duties are a form of compensation in lieu of transfer duties that are billed to buyers of an immovable property who are exempted from paying a transfer duty.

The Act sets out the special duty based on the following criteria:

Voilà!

Report a non-emergency problem in your municipality

To report potholes, broken street lamps or graffiti and get them repaired, use the Voilà! application for all non-emergency problems in your municipality. Voilà! enables residents to be involved in addressing problems in their neighbourhood.

Voilà! is only as good as its users. The more it is used to report the same problem, the more likely the municipality is to be quickly informed and able to take the necessary measures to repair it.

The Voilà! application is a way for residents to directly contact their municipality to report non-emergency problems.

  • Your mobile device becomes a way to communicate instantaneously with your municipality.
  • The more reports there are, the more notifications the municipality will receive.
  • Simple, useful and social.


How do you report a problem?

Identify its location. Pinpoint it on the map by geolocation, or enter the civic address closest to the problem.

Take a photo of it. Select the nature of the problem from preset list, add a description, and take a photo.

Send it. Voilà! sends your request to your municipality for you!

Town planning

The Master Plan

The Master Plan is the planning document that sets out the guidelines for the spatial and physical layout of a municipality while at the same time providing an overview of the plan for the territory.

Purpose

The Master Plan is the most important official document in the Municipality in regard to planning how to use the territory. It contains the planning policies approved by the municipal council to guide its decisions in the future.

This management tool enables the Municipal Council to:

  • instill coherence in the interventions choices while taking into account the potentials and constraints for the development of the natural and built environments;
  • define intervention policies for the introduction of equipment and infrastructure while taking into consideration the Municipality's needs and financial situation;
  • coordinate interventions and investments by the different municipal departments;
  • promote its desired development vision among public or private investors and development officers, and to make the population aware of planning issues;
  • complete the details of the plans for the territory contained in the land use and regional development plan; and
  • indicate the intentions underlying the controls it may wish to include in planning by-laws.


The Master Plan is in fact a spatial organization concept that represents in a schematic way the main territorial components that have a structuring role in planning, in response to the development and planning issues, orientations and objectives and the interrelationships among them.

Planning Advisory Committee (comité consultatif d'urbanisme) CCU

The planning advisory committee (CCU) is an organization that is mandated by the municipal council to provide advice on planning and land use applications that have been submitted to it.

Purpose

The CCU is a working group comprising at least one member of the municipal council and residents it selects to guide and support its planning actions.

The CCU's recommendations and advice enable the municipal council to make the most of the contributions of elected officials and residents who can share the benefits of their life experiences in the Municipality and their particular concerns for the development of their territory. A CCU provides the opportunity to bring residents closer to urban planning issues.

In some cases, elected officials and residents can also provide specific expertise or reflect the interests of certain socio-economic groups that are interested in commercial development, environmental protection, heritage conservation, etc.

Frequently Asked Questions

This section is an overview of the By-Laws governing the rules of good neighbourliness in the Municipality, and other practical information. Most of it consists of summarized and simplified extracts. Consequently, in the event of any discrepancy between these summarized excerpts and the contents of the Municipal By-Laws, the text that was approved and that is in force takes precedence. The official By-Laws can be consulted at the municipal offices during business hours.

A person who breaches any of the By-Law provisions may be charged.

Car shelters

Temporary car shelters may be put up no earlier than October 1 and taken down no later than April 30.

Cutting down trees

Where a construction permit has been obtained for a new construction on a property, there must be at least one tree per 250 square metres of surface area. If this ratio cannot be met with trees that are currently standing, trees must be planted, and this within 18 months after any trees have been cut down. Trees may not be cut down without a permit (no charge).

Pets

Any dog housed within the municipal boundaries requires a licence. Dog licences are $15 annually, and can be obtained directly from the municipality.

The maximum number of pets that can be kept on a property is three (3) dogs and two (2) cats. It is an offence to exceed these limits.

Any dog that barks or howls continuously or for long periods of time in a manner that disturbs the peace of a neighbourhood is deemed to be a nuisance, and its owner or guardian is deemed to be committing an offence. Do not allow your dog to disturb the peace among neighbours.

Dogs must be kept within the boundaries of your property. When they are being walked, they must be kept on a leash. It is prohibited to let dogs roam loose on streets, sidewalks or on private/public properties. Dogs running loose may be picked up and impounded. No dog may be left on a vacant lot.

Out of respect for the environment and people, always pick up your pet's droppings on public or private property.

Tall grass

Grass and brush must be mowed regularly. Any brush and grass left to grow as high as 30 cm constitutes a nuisance, and is thereby prohibited, whether on vacant land or otherwise, when such land is within 30.5 metres of a neighbouring building.

Nuisances 

Keeping properties clean and well-maintained is everyone's business. Most residents in the municipality are diligent about looking after their properties, and like to keep their trees, lawns and flower beds nice and healthy. However, when litter is scattered over a property, it is visually offensive and degrading, and is considered a nuisance to the neighbourhood.

Harmful materials:

Stagnant water, demolition debris, scrap metal, garbage, empty bottles, abandoned vehicles, high grass, tires, etc.

Trailers

Trailers are not permitted on vacant lots in the municipality. However, a trailer or a mobile home that is passing through may be parked for up to 14 days on a property that has a principal building. This authorization is only given once a year. Naturally, the owners of a main building may park their trailer on their property.

Shoreline and flood zones

The owner of a property located next to a waterway, lake, river or a flood zone must check with the land use inspectors in the Town Planning Department before undertaking any construction, renovation or property development work to ensure that it complies with the rules established by Quebec's Ministère de l'Environnement.

Noise

Any noise that could disrupt the peace, comfort and rest of residents is prohibited between 10 p.m. and 8 a.m.

Volunteer Residents

A word from our Emergency Preparedness Department

In Quebec, the responsibility for protecting people and property in the event of a disaster falls primarily on municipalities. The purpose of this message is to inform you that our municipality is developing its emergency preparedness plan in case a disaster should occur on our territory. The implementation of this plan was among the actions introduced by our Emergency Preparedness Department to ensure the safety of residents and their property.

In order to familiarize ourselves with our local resources, but especially to get better organized in case of need, we will prepare an inventory of the resources within our territory, and we will try to recruit residents who would be interested in joining our emergency response team in case of a major disaster. We are counting on your cooperation in responding to this questionnaire, and we ask that you return it to the municipal Fire Department offices at 1754 Route 148, Grenville-sur-la-Rouge, Quebec, J0V 1B0. We will continue to update you on our emergency preparedness planning.

Green Bin, Blue Bin or Composting?

In the fight against climate change, reducing the amount of waste that ends up in landfills can have a significant impact. Indeed, the waste sector produced 5.5% of total GHG emissions in Québec in 2012, ie 4.3 Mt eq. CO2, mainly as CH4 and N2O.[1]


The Municipality is therefore looking to give you the tools to reduce the amount of materials that end up in garbage, and encourage you to recycle and compost.

So here is a list of materials you can already stop putting in the green bin!

Matières recyclables (bac bleu) :

  • Paper (newspapers, printed matter, envelopes, paper, etc.)
  • Cardboard boxes (cardboard boxes, cardboard boxes, egg cartons, milk cartons, juice boxes, etc.)
  • Plastic (any object identified by an arrow triangle with the number 1, 2, 3, 4, 5 or 7, plugs, plastics bags that stretch)
  • Glass (bottles or food containers)
  • Metal (cans, non-stained aluminum foil, stoppers, canes, pie plates, aluminum cooking dishes, etc.)

Compostable materials (if you have a home composter):

  • Green or damp matter (leftover fruits and vegetables, eggshells, fresh grass clippings)
  • Brown or dry matter (dried and dried leaves, hay, coffee grounds (including filters) and tea bags, napkins, pasta, kernels, rice, bread, walnut husks)

For effective composting, it is recommended to always maintain a proportion of 1/3 green matter and 2/3 brown material in your compost pile.

Bulky Items Collection

Bulky items collections will be on April 23, May 21, September 24 and October 22, 2024

  • Furniture, mattresses, appliances
  • Sanitary appliance (shower, bath, toilet, sink)

ARE EXCLUDED: recyclable materials, hazardous household waste, construction materials, electronic devices and tires.

Please note that no household waste or trash bag will be picked up with bulky items! Make sure to separate them!

Note also that the collection of bulky and large waste does not change the schedule for the collection of household waste and recycling.

In addition, the Municipality now has three collection points for the recycling of your batteries:

  • At the Calumet sector library: 435 rue Principale.
  • At the Pointe-au-Chêne sector library: 2710A, Route 148
  • At the Town Hall: 88 rue des Érables

How to prepare for the contractor’s visit?

Two weeks prior to the planned visit, you should receive notice from the appointed contractor, Miron Septic Tank, informing you of their upcoming visit and asking you to ensure that they can successfully empty your septic system during their visit.

Here are your responsibilities:

  • Let the contractor access your property (open fences, tie dogs out of reach, etc.);
  • Make sure the site is safe and accessible and that your civic number is also visible from the public highway;
  • Locate the lids of your septic tank on your property so that they can be spotted at first glance;
  • Remove the two covers of your septic tank or sump by excavating, if necessary, the earth or other materials that cover them. Leave a clearance of 20 cm (8 in) all around the lids;
  • Both lids do not have to be opened in advance; only cleared. If you have a plastic tank, undo the nuts and screws of the lids. If there is a small and a large lid, the large lid should be accessible;
  • If you have a Bionest system, disconnect the recirculation pump and make sure the water level is high enough before turning it on again;
  • No obstacles should be placed within 1.5 m around and 3 m above the septic system.
  • Your presence on the premises at the time of the emptying of your septic tank is not required. The contractor will leave an execution slip in a visible place on the premises.

Please ensure that all these conditions are fulfilled as of the Monday morning of the week scheduled for the emptying of your septic tank. Note that if the septic system is not accessible or access is denied, a $ 60.00 travel fee may apply.

If you do not think you can meet these conditions, it is your responsibility to contact the Municipality or the appointed contractor as soon as possible to make the necessary arrangements for the emptying of your facility.

Residential Septic Tank Collective Emptying Program

Presentation of the Emptying Program

In pursuit of the protection of the territory's water bodies and the public services cost containment, the Municipality of Grenville-sur-la-Rouge launched, in 2016, the residential septic tank collective emptying program. Through this proactive approach to managing septic installations, the citizens of Grenville-sur-la-Rouge benefit from an efficient service at a lower cost and a better quality of the environment.

Here are some direct benefits of the group drain program:

  • Automatic compliance with drain requirements according to the frequency prescribed by the provincial government
  • Competitive cost resulting from the consolidation of all facilities in the territory and the tendering process
  • Improved speed of detection and correction of defective installations
  • Significant risk reduction for water bodies attached to polluting facilities
  • Valuation of septic tank sludge (contribution to achieving the objectives of the 2016-2020 residual materials management plan of the MRC d'Argenteuil)

By adopting this program, Grenville-sur-la-Rouge has demonstrated its initiative and its desire to preserve the quality of its natural environment. Mayor word

It has been a year since we were elected.It now makes a year since the new council is at work.2023 is already here and projects are still filling up on our agenda: road repairs; replacement of culverts; garage space for Public Works; needs analysis at the Calumet fire station; Paul-Bougie Park development project; affordable housing project; collection and processing of putrescible materials; recruitment, training and especially retention of personnel; grant applications; development of the Chutes-de-la-Rouge campground; cultural activities; mining development; industrial park; and other economic and environmental issues. So many topics that kept us busy in 2022 and will keep us busy in 2023.

Our financial situation is sound and we will make sure to keep it sound. We will see to offering you a maximum of quality services and optimizing every dollar spent. We are aware that the economic situation can be difficult for some and that not everyone is affected equally by inflation. This is why we have done everything to keep the tax rate as low as possible and to take into account the increases in the value recorded for properties in the new property assessment roll.

In closing, I send you my greetings and thank the members of council and employees for their commitment to better serve the citizens of our municipality and to improve the quality of life that we all enjoy in Grenville-sur-la-Rouge.

As of May 18, 2022, data from Québec's property assessment roles are available in open format on the Données Québec website. This release will notably facilitate public access to data from the evaluation roles. In order to respect the hygiene guidelines and measures recommended by Quebec public health to counter the coronavirus, the municipal council of Grenville-sur-la-Rouge takes the following decisions:

  • The deadline for the first payment of taxes is postponed to Monday, April 20, 2020;
  • Until further notice Citizens will no longer be allowed to attend council meetings of the municipal council but we will try to put the audio recordings on the website as soon as possible.

As part of its emergency plan residents of Grenville-sur-la-Rouge can now be contacted by an automated emergency messaging system managed by the municipality, WITH NO USER FEE FOR ITS CITIZENS.

Schedule of sessions

Public meetings of the municipal council are held at city hall in Grenville-sur-la-Rouge, every second Tuesday of the month, at 7 p.m. The majority of the sessions are also recorded and rebroadcast in audio format below. Two question periods are open to citizens wishing to express themselves. Location: Council Chamber - City Hall, 88, rue des Érable, Grenville-sur-la-Rouge (Québec) J0V 1B0.

Any citizen can attend public meetings. Access is provided for any disabled person wishing to attend. The mayor chairs each meeting in which the elected officials participate, as well as the clerk, the secretary-treasurer and the director general. The President maintains order and decorum. Also, if necessary, extraordinary sessions are convened, they are announced under the Public notices tab of our website.

Grenville-sur-la-Rouge

The municipality of Grenville-sur-la-Rouge is located in the Argenteuil regional county municipality of the Laurentides administrative region, in the province of Quebec. It covers a 329 km2 territory, and is divided into two districts: Pointe-au-Chêne and Calumet. The municipality currently has close to 3000 residents.

Grenville-sur-la-Rouge is on the north shore of the Outaouais River. The unique features of its geography are the Laurentian foothills and its extensive bodies of water. The Rivière Rouge, which is the municipality's prime attraction, is popular among fresh water enthusiasts such as canoers, kayakers and rafters. It weaves through the Canadian Shield, crossing the municipality from north to south through the Sept Sœurs falls, finally flowing into the Outaouais River.

Ecocentre

The Ecocentre is reserved exclusively for citizens of the municipality of Grenville-sur-la-Rouge and is open between April 1 and November 30 inclusive, Monday to Friday from 7 a.m. to 5 p.m. and Saturday from 7 a.m. to 12 p.m. .

A fee of $ 5 per use and per building owner in the municipality of Grenville-sur-la-Rouge is payable directly to the Ecocentre. Proof of residence will be required: your driver's license and / or your tax bill.

History

The name

The municipality's name comes from the former county of Grenville, one of the two municipalities that was merged into the current one, and the name of the Rivière Rouge, which crosses the municipality from north to south. The name Grenville was chosen to honour the memory of George Grenville, a British politician. The origin of the river's name is uncertain, but most likely due to the water's reddish tint due to oxidation of the iron in the river bed. The municipality was created in 2002 through the merger of the municipality of Calumet and the county of Grenville.

The Rivière Rouge and the area's development

From the First Nations to the explorers of New France, from the coureurs des bois to the establishment of the colonies, the Rivière Rouge and the Outaouais River shaped our area's development. Before the French arrived in America, the Rivière Rouge was part of the Algonquin territory, and was known as the river of the Great Spirit. In the early days of the American Indians and the French presence in the area, the Ottawa River was one of the main communication routes inland, and one of the key commercial routes of New France.

In the first half of the 19th century, the Hamilton brothers from Hawkesbury controlled a large portion of the forests in Grenville County and the Rivière Rouge valley.

Given its strategic importance under the French regime, which was amplified by its historical significance during the fur trading period, and regenerated through forestry, the Rivière Rouge is one of those symbolic spots whose potential has been one of the pivotal levers in the region's socioeconomic development.

Pesticides: be vigilant…

When pesticides are applied, the environment, including the water, air or earth, may get contaminated by these substances. They can have a harmful effect on organisms that are not targeted, including on human beings. This is why many countries have passed laws to control the sale and use of these products.

In Canada, pesticides are jointly governed by the federal, provincial/territorial and municipal authorities. The federal government controls the certification, marketing and labeling of pesticides. The provinces and territories can regulate the sale, use, storage, transportation and elimination of pesticides certified by the federal government. They also have the power to restrict or prohibit the use of certified products in their area of jurisdiction. For their part, municipalities in several provinces have the power to pass more detailed By-Laws, mainly in regard to the use of pesticides in urban areas, taking into account their special local features.

Other features included in By-Laws include initiatives focused essentially on information, awareness and the search for alternatives to the use of pesticides.
